TWO senior investigators in the probe of corruption in the United Nations oil-for-food programme have resigned because they believe a report that cleared Kofi Annan of meddling in the £33.5 billion operation was too soft on the secretary general, a panel member confirmed.

The investigators felt the independent inquiry committee played down findings critical of Mr Annan when it released an interim report last month that related to Mr Annan’s son, Kojo, said Mark Pieth, one of three leaders of the committee.

[...] The committee’s interim report last month criticised Mr Annan’s management of the oil-for-food programme, which was set up to help Iraqis cope with UN sanctions imposed on Saddam Hussein’s regime after his invasion of Kuwait in 1990. The report also said Mr Annan did not properly investigate possible conflicts of interest surrounding a UN contract awarded to the Swiss employer of Kojo. The investigators criticised Mr Annan for refusing to push his top advisers further after they conducted a hasty, 24-hour investigation relating to his son and found nothing wrong.

But the report cleared Mr Annan of trying to influence the awarding of the $10 million-a-year Swiss contract and said he did not violate UN rules.

Mr Annan said the report exonerated him - something Mr Pieth denied at the time - and the secretary general said he had no plans to resign. The investigation into Kojo continues. Mr Volcker has promised to deliver a final oil-for-food investigation report in mid-summer.
